[loa-bof] LoA-RG Draft Charter - Inviting for Comments

I here attach the draft version of the LoA-RG charter for inviting your 
comments.

Two files of the same document are attached here - one word file for those 
who dread pdf, and one pdf file for those who dread MS word.

We (Yoshio and me) are looking forward to receiving your comments and
