[jsdl-wg] [OGSA-BES-WG] Parameter Sweep and BES Factory

Alternatively, a "job manager" - could understand the JSDL extensions and
make a sequence of calls on one or more BES instances. I'd like to keep the
BES's from becoming too complex.
