[Isod-rg] OGF ISOD-RG use case document

Hi all,

We are down to 3 weeks before OGF in Lyon, France.

So far I've only got feedback from Alexander (thanks Alex).  I'm 
interested in what other folks think.

Please send your suggestions/ideas to the list.  Even if you think this 
document is a waste of time, do speak up.
