[INFOD-WG] VocabularyName restrictions

We say:

The following names MUST NOT be used: Publishers, Subscribers,
Consumers, Subscriptions, PropertyVocabularies, DataVocabularies and
Associations. 
The following names are reserved for future use and also MUST NOT be
used: Disseminators, POBoxes and any name that starts with infod. 

Given that the name is for human convenience why do we care - at least
we should only disallow names starting with infod
