[infod-wg] latest INFOD interface doc

[Fisher, SM (Steve)]

It looks very good. I hope to do my work on chapter 1 next week. I am in
a meeting in Geneva at the moment. I hope to be able to join the phone
call but I will not be able to do any INFOD work before the call.
