[infod-wg] latest INFOD interface doc

Hi,

I checked in yet again an updated version of the base spec (v31)

The following has been done:
·	Re-order of chapters: Cecile, Dieter and me thought it might be a good idea to separate the interface sections into to top-level sections (infod base registry interface & infod base notification interface)
·	Action Item 125 -> done
·	Action Item 132 -> first attempt
·	Updated 2.2.1.1
·	Updated 2.10 -> now 3.1.1


We have gotten very far and although 2.7, 3.1.1 and 3.1.2 are not completely secured, we should focus now on Chapter 1 as well as Chapters 4 +
