Sorry for the double update.

Again, quite a bit of changes to the document:
- Dieter has taken a shot at the MUST and MAY's and has updated a lot of the OPTIONAL stuff. Please take a look at those changes
- A lot of corrections and fine editing in chap 2+3
- added XML Error Messages
- first set of XML schema for the Request Messages
- strengthend 3.1.2
- refinement of 2.7

PLEASE REMEMBER TO PROOF READ THE DOCUMENT - ESPECIALLY FOR THE 'MUST' TERMINOLOGY.
