Hi Steve:

Dieter was asking me about the unresolved publish issue yesterday. In my 
understanding, I thought we had resolved the publish issue as follows:
    - If the message binding is soap, we don't need a publish interface.
    - For any other binding, we should specify an explicity publisher 
interface.
