[gin-data] Updated data plans and ask for SRM lead

How do we generate the proxy? I think it's good to have a consensus on the
proxy format.
>From gt4 environment, "grid-proxy-init",  "grid-proxy-init -rfc", and
"grid-proxy-init -old" are choices.
