[gin-data] Updated data plans and ask for SRM lead

Sorry for stupid question from outsider. I would like to read document
mentioned below. But I can't find it. Actually I can't find anything
newer than 2006-02-22 on gridforge. Although "tracker Artifacts" says
latest should be from 2006-04-01.Could You please help me?
