[gfs-wg] GGF13 revision of Resource Namespace Service specification document

Hello All,

I have posted the most recent revision of the RNS specification to the Grid
Forge.  I would encourage all to review the document before GGF13.

This revision defines the RNS Resolver port type, the Grid File System
profile that, and newly introduced implicit operations.
