[fi-rg] Additional Co-chair

I am pleased to announce that Ralph Niederberger has
offered to act as co-chair of our Research Group.
In the past, Ralph has represented our Research Group
during the Tokyo GGF. Ralph was also the editor of our
GFD.083 document (http://www.ogf.org/documents/GFD.83.pdf)

Please welcome Ralph in this new position at the
upcomming FI-RG meeting wednesday.
