[egr-rg] Use Case Repository draft plan

Hi: I agree with Craig:
If we try to  impose too much from the beginning, people won't be 
motivated enough. For our use cases in EGR-RG, we would use the 
template, but for general, I think showing it as a reference is OK
but let's start small in the beginning..
