[DRMAA-WG] Torque/PBS DRMAA - state changes notification

This issue is very likely to be in the DRMAA trackers.  If not, we need
to create it and add the comments from this thread.  

It is a future work, so there is no impact on the current DRMAA-R
candidate document.
