[DRMAA-WG] Torque/PBS DRMAA - DRMAA_JOB_PS_FAILED issue

Issue:

As for the current DRMAA 1.0 specification, we also find it inconvenient
to have only state DRMAA_JOB_PS_FAILED that does not differentiate
between job failure and user requested job termination.

I believe this was dictated by either a desire to keep the # of states
to a minimum and/or availability of drama_w* functions to differentiate
between failed and aborted jobs.   We need to put this request to a new
Tracker to be addressed during work on the future versions.
