[DRMAA-WG] Java Language Binding 0.7

All,

I finally finished my review of the 0.7 Java language binding spec.  The 
only thing that remains is to adjust the formatting to conform to the 
new OGF standards.  After I have conferred with Peter, I will send out a 
list of IDL/Java spec issues that need to be discussed.
