[drmaa-wg] PHP binding

Yup, if EGEE has DRMAA support, then it will get the Java, C#, Perl,
and Python bindings for free...

Another advantage is that programs written using DRMAA can be ported
to EGEE easily too - eg. eXludus (data driven job scheduling) and the
MOAB scheduler.
