[drmaa-wg] DRMAA issues reviewed

I closed everything but #1125, and created a new one (#1781).

There are several open issues for the language binding documents. We  
should ensure that these issues do not relate to the DRMAA spec  
itself. The final closing of #1125 might be a good topic for the next  
phone conference.
