[dmis-bof] Vote for submission of Charter

For session 1, the intent is to present the operations, what they are, what
options they take, how they expose state, etc..  I.e., how you have
addressed this problem.  In session 2, we will begin to try and see what is
common, and where the issues are and begin to address them.
