Subject:        12.3.7.2.1      Length of Base-2 Binary Number Elements


The table in this section contains an error.  There is a row for 
xs:decimal where it says the minimum number of bits is 2.  This should be 
8 as lengthUnits 'bits' is not allowed for xs:decimal. The table should 
also have a footnote stating this restriction, as per 12.3.7.2 para 2.
