[DFDL-WG] Public comment 25 / action 227

[Steve Hanson]

Erratum 2.100 clarified that such an element has variable length when 
unparsing. 
Sections 12.3.7 and dfdl:textPadKind have not been fully updated to make 
this clear.

Attached Word document has marked up changes to correct the above, plus 
some comments.
