[DFDL-WG] DFDL Schema and instance documents ( Action Item: 039 )

I believe were still not using xs:all groups in dfdl v1.0.

We were considering it because of xml schema 2.0 which has improvments  
in xs:all . But there were enough issues that we decided not to open  
that can of worms for dfdl v1.0.
