[DFDL-WG] Escape Scheme propsal

Attached is a proposal for specifying escape schemes

Points of discussion

As specified escaping applies only to String logical types represented as 
text. Is it needed for Numbers or Calendars types with text 
representation? I think not. 
Message Broker only escapes variable length text fields but I have not 
made that restriction.
Is the interaction between escaping and padding clear enough?
