[DFDL-WG] DFDL expression language

Latest version of the dfdl expression language. As a result of the comment 
received I have added a section with a formal description of the syntax 
and removed the equivalent word sections. The syntax was extracted from 
the XPath spec and unnecessary sections removed.

This doc has been included in the latest version of the full spec.
