Unfortunately I can't attend GGF14 due to a family commitment. Thus, while 
you probably already know my views, I will provide them in email.

The WSRF specifications that are about to be finalized in OASIS standardize 
message exchanges that address issues relevant to DAIS. Thus, you should 
build on those specifications where appropriate. Restricting yourself to 
"WS-I only" just means that you are choosing to use different message 
syntaxes for behaviors already defined in WSRF specifications. That's not 
helpful.

I also want to remind us all that WSRF is WS-I (+WS-Addressing) compliant, 
so the terminology "WS-I only vs. WSRF" is a misnomer. WSRF is WS-I!

In terms of timing, you will presumably want to define DAIS with respect to 
the final WSRF specifications, due (I believe) to be produced within OASIS 
in April.
