Depends on the game. Lots of games involve
long attrition of opportunistic potshots until
one or both sides just give up.
Yes if there is need to defend against rolling
stock and aircraft the defenders will need
explosives and rocketry.
Drones are a big problem, however the supply
chain keeping them in the air is vulnerable to the
same opportunistic defense.
Wars rarely won without mass boots on ground,
but if the imbalance is bad enough, everyone could
theoretically be killed by drones from regions and
resource pools afar out of reach of the defender.
At least one country has been excercising limited
form of that for last 80 years. So far history has always
raised spies, moles, defectors, bombers, conscience,
interceding parties, protest, etc to balance things.

Defunding war machines, say via cryptocurrency
gold political/protest action, is the better option, but
that requires a war of change in mind of "leaders" and
masses, immunizing themselves against the
propaganda of war being laid upon them via Media, etc.

There is debate if "peace" is even possible in humanity,
but it's worth more of a try.
