as a followup to the phone call, if we are to submit this week's draft 
to the editor, we must have consistent namespaces by the end of the
week.


So:

1. what is the root URL we should use

2. what is the date extension we are all going to use

>> 2005/02

3. accordingly, what will be the three consistent XSD/WSDL namespaces 
for the various specifications.
