[caops-wg] Credential Validation Spec

Hi All

as mentioned today, the Credential Validation Service and its associated 
protocol defined by the OGSA-Authz group over a year ago, performs the 
same functionality as Rachana's Assertion Validation Service mentioned 
today in the CA-OPS meeting.
