[caops-wg] Certificate Profile document updated (to v0.14)

I'm hoping Scott Rea can take a pass thru this too - I hate
to put him on the spot (sure :^) but he comes from a different
PKI community & can greatly  help us with convergence issues between Grid
PKIs and others.  I am not sure
he is on the CAOPS mailing list & not sure the IGTF mail will get to
him in a timely fashion, so added him to the cc list.
