[BYTEIO-WG] FLE Endpoint up again

Folks,

the FLE endpoint is up again; sorry for the inconvenience.

CHANGES
=======
- Default lifetime of created resources now is 60 minutes.
- New behaviour with respect to byteio:data child elements in
  request messages:
  -- RandomByteIO "read"
     Any existing byteio:data element is IGNORED.
  -- RandomByteIO "write"
     The byteio:data element is REQUIRED. Otherwise, a
     byteio:CustomFault is thrown.
  -- RandomByteIO "append"
     The byteio:data element is REQUIRED. Otherwise, a
     byteio:CustomFault is thrown.
  -- RandomByteIO "truncAppend"
     The byteio:data element is OPTIONAL. The resource is in any
     case truncated to the specified offset value. If a
     byteio:data element is present, its contents is
     appended to the resource.

Please go ahead and re-test the FLE endpoint.
