ISSUE: Does seekRead(Streamable) ensure the number of bytes requested are returned?
DISCUSSION: No, the read requests do NOT ensure the requested number of bytes are returned
SOLUTION: Check this is clear in spec

This is noted in the 28/10/05 version as:

"The resource MAY also response with fewer bytes of data then the client asked for (0 returned bytes indicating that the end of the stream has been reached)."
