[Ari-wg] Initial draft with the document structure

Dear All,

please find initial structure of the document based on the OGF template.

Please let me know if you have any comments

Initial proposition is that
Milan will start with point 2.1 and 5,
Duane with point 3,
I will start with 1 and 4
