I read recently about the W3C recommendations for binary packaging in 
SOAP called XOP (XML-binary Optimized Packaging) - perhaps we might be 
able to use that in the future in addition to SWA.  Has anyone heard 
much about it yet and if there is any tooling which supports it yet?
