[acs-wg] acs spec. draft updated.

Folks,

I have merged the draft descriptions that we reviewed
in today's call, which includes the section 3.1.6, 3.2,
3.3.3 and Chapter 8. I have kept the comments and
modification history in the draft, expecting that we
go through these at our final review and remove after
that.
