Yes

ACS(AAF) specfies the format.
But ACS client (such as CDDLM) gets contents through ARI 
as byte data (either embedded or attached to SOAP message, or any other
protocol like gridFtp may be used) and needs not care about the format.

ACS does not specify meta information for application itsself.
ACS specifies meta information required for ACS to provide ARI operations,
i.e., Create/Update/GetArchive, GetContents.
The contents in AA are completely opaque for ACS.
