Leaders could easily dehumanize their neighbors because almost nobody traveled more than a hundred miles in any direction (apart from nomadic tribes). Since the industrial revolution, we've been increasingly connected with people outside our own communities, and the internet has let us be connected with people from almost anywhere on the planet. It's simple enough to teach someone "all people are people" but our animal brains need proof. Well, the proof is everywhere now, and hopefully our species' taste for war will continue to decline.
