Wrong. The assumption is that the rules of statuatory construction and a long history of weighing legislative history will be used in intrepreting the statute.
Surely one of the basic assumptions of the supporter of any bill is that it _will_ be interpreted intelligently? [Note - Jim is not saying this is the _only_ assumption]. It's hard to make bills foolproof, since fools are so ingenious ...
