The Communications Decency Act is number 28 on that schedule. The following is from the FCC announcement: Issues/FCC Bureas 28. Obscene or Harassing Use of Telecom. Facilities CCB [Common Carrier Bureau] [OGC] [Office of General Counsel] Statutory Requirements/Deadlines Pursuant to section 223, FCC may describe measures which are reasonable, effective, and appropriate to restrict access to prohibited communications. (83) FCC shall have no enforcement authority over the failure to utilize such measures.
