Seriously! Looking for a place that: (1.) is reasonably free (2.) permits Americans to work (3.) a person trained as an engineer can earn enough to feed and shelter self and 4 dependents. Any suggestions?

Okay folks, here comes Mr. Newbie. Duh...How can I figure out how to use pgp. Is there a good place to learn the background and basics in a step-by-step easy to understnad way? Duh...
