Sean Swift suggests:

Why do they not just watermark every sheet of paper in a specific way that identifies it with which lot, from which manufacturer that it came from?

First off, who are "they"? Second, how are "they" going to make people buy paper _with_ watermarks that's twice as expensive? Third, how will "they" keep paper manufacturers from producing cheaper paper without watermarks to satisfy demand?

Might as well take paranoia to an extreme.....
