We are working this issue with the government. As soon as we can make it available for download we will.

Here's a question: Why can't Netscape be released WITHIN THE US with 128 bit keys? Admittedly, it would probably...uh...escape within a few hours, but that's no worse than what other cryptosystems (best-known example, PGP) have done.
