Next time you try booting off of a locked startup disk, try opening the chooser. It won't open because to use the chooser requires the startup disk to be unlocked. (Last time I checked) What an OS would _like_ to write is not the same thing as what it _must_ write. Yeah, but on mac, some basic functions must write to the boot drive.
