A simple substitution cypher has a keyspace of 26! ~ 2**88 Isn't this too strong to export?

No. ITAR restricts key *size*, not keyspace. A substitution cypher has a key size of 2**4 <= 26 <= 2**5, you're not going to get the Feds pissed off at you about it. - -- Graham Hughes http://A-abe.resnet.ucsb.edu/~graham/ MIME & PGP mail OK. Actually, yes. The cypherpunks ftp site has a program on it that helps you break simple substitution ciphers (like newspaper cryptograms), for which the author claims he was denied an export license. - Ian -----BEGIN PGP SIGNATURE----- Version: 2.6.2 iQCVAwUBM3f6/UZRiTErSPb1AQGcyAQAqb2FX4Cn1aJfLTry8ZyaG6vVinaxLedM nOK/uBGXEeuFCR0S+nwOmy2hvB3MpZM0BJrQCxqOQSqXjufbPsdfi9lu7T8vJ6vP RUhxIuleN5hv2CHUs3B4+i0WpfxegspTp4txaeJO0DAY3dowqJI8apN9YECPny0r NlX9YA1fObE= =wrek -----END PGP SIGNATURE-----
