I think this is what is called "providing incentive" or in corporate-speak, "incentivization" (when they make an announcement and you take the kind of action which they intended you should).
No, it's worse than that. They're just plain trying to fool you in order to *keep* you from doing something (like accumulating silver coins). You can be government insiders have already taken positions contrary to what they want you to do (or not do). S a n d y
