GGF NOMCOM 2005 Call for Volunteers

The GGF Nominations Committee 2005 needs your help! We seek volunteers for
NomCom 2005, the GGF nominating committee responsible for recommending
candidates to fill positions on the Grid Forum Steering Group (GFSG) of
members whose terms are expiring. Typically, one third of the GFSG is
selected each year. It is possible that the NomCom will have to fill more
or fewer slots than this, due to the creation or elimination of positions by
the GFSG, or by resignations, transfers, etc. GFSG members whose terms are
up are:
Peter Clarke, Area Director DATA; Cees De Laat, Area Director Peer-to-Peer;
Bill Nitzberg, Area Director Scheduling and Resource Management; Ken
Klingenstein, Director At Large; Dennis Gannon, Director At Large.

The nominating process is modeled after IETF RFC 3777, "IAB and IESG
Selection, Confirmation, and Recall Process: Operation of the Nominating and
Recall Committees". IETF RFC 3777 supersedes IETF RFC 2727. The GGF GFSG
adopted IETF RFC2727, with minor revisions, in 2003. The first phase in the
process is to establish this year's nominating committee, and that is being
done by this year's NomCom Chair, Dietmar Erwin, along with Beth Plale, past
Chair, and David Martin, GFSG liaison. The 2005 nominating committee
selection process is outlined below (see #1 below).

To qualify as a volunteer, a person must have attended 2 of the last 4 GGF
meetings. NomCom members are barred from nomination during the year they
serve, even if they later resign. Responsibilities and expected time
commitment are outlined below (see #2 below), as are the confidentiality
needs (see #3 below). Community members who feel they meet these
requirements and are interested in helping are encouraged to volunteer.

Please e-mail your name, affiliation, telephone number(s), and email address
to Dietmar Erwin, d.erwin at fz-juelich.de not later than Saturday December 4,
2004 (midnight UTC). Please put "NomCom volunteer" in the subject line.
Volunteering for the NomCom is a way in which you can serve the GGF
community. We encourage you to help!

Best regards,

Dietmar Erwin, d.erwin at fz-juelich.de, Chair (non-voting member)
Beth Plale, past Chair (non-voting member)
David Martin, GFSG liaison (non-voting member)

NOMCOM Details

1. Nominating Committee Selection Process

The call for volunteers will be open for approximately 30 days. To qualify
as a volunteer, a person must have attended 2 of the last 4 GGF meetings.
Note that this deviates from the 3 out of 5 rule in RFC3777.
For the NomCom to work as it should, the pool of volunteers from which
members are chosen must be as large as possible. The more people who
volunteer, the better the chance of obtaining a random yet representative
cross section of the GGF population.

Once the call for volunteers closes, the list of volunteers will be posted
to http://www.ggf.org/nomcom/index.html. The GGF secretariat will then
verify the eligibility of each volunteer (i.e., attended at least 2 of the
last 4 GGFs).

The selection process will be held the week of December 6, 2004 and the
results announced the week of December 13, 2004. Ten (10) NomCom voting
members will be chosen at random from the pool of volunteers in accordance
with RFC 2777, "Publicly Verifiable Nomcom Random Selection". The random
number seed used in the selection software (available upon request) will be
the sum of the ordered concatenation of the winning numbers from the drawing
of the German National Lotto on Saturday, December 11, 2004.

The winning numbers are posted at:

<http://www.lotto.de>

If an insufficient number of people volunteer, an extension will be
announced and new dates for the lottery draw will be posted to the NomCom
site.

2. Time Commitment and Responsibilities of NomCom Members
-------------------------------------------------------------------------
A volunteer should be able to commit 2-3 hours per week for
approximately 9 months. The task involves the following activities:

 - Read candidate statements
 - Participate in weekly 1-2 hour conference call.
 - Attend GGF meetings held during selection process.
 - Conduct interviews with candidates
 - Speak to GGF participants about potential candidates, the job
   requirements or the process.

3. Confidentiality
-----------------------------------------------------------------------
All NomCom deliberations and supporting information that relates to specific
nominees, candidates, and confirmed candidates remain confidential. The
NomCom members will be exposed to confidential information as a result of
their deliberations, their interactions with those they consult, and from
those who provide requested supporting information. All members are expected
to handle this information in a manner consistent with its sensitivity.
