[voms-proc-wg] Updated parsing rules document

Thanks. Now it works . AFACS it is only the comments that need addressing;
there is text which looks like it was changed but I think wasn't?  So it
may make sense to answer the comments separately rather than cluttering up
the document (and of course just edit the text.) I'll try to do that.
