A possible implementation could be to have records for the usage and 
records stating the allocated space such that it is possible to do such 
a comparison.
E.g. (in the StAR scheme)

Allocation:
...
<ur:StorageSystem>host.example.org</ur:StorageSystem>
<ur:StorageShare>pool-003</ur:StorageShare>
<ur:StorageClass>allocated</ur:StorageClass>
<ur:StorageResourceCapacityUsed>14728</ur:StorageResourceCapacityUsed>
...

Usage:
...
<ur:StorageSystem>host.example.org</ur:StorageSystem>
<ur:StorageShare>pool-003</ur:StorageShare>
<ur:StorageResourceCapacityUsed>1728</ur:StorageResourceCapacityUsed>
...

This would mean that the analysis of the records has to be careful in 
not mixing the different meanings of the records.
