[UR-WG] Usage Record Schema on Gridforge

Hi everyone

I've uploaded a neatly formatted copy of the UR schema to GridForge.
    http://forge.ogf.org/short/UR-WG/urschema
This is exactly the schema extracted from GFD.98, except I've formatted
it more nicely and added the OGF copyright declaration (copied from GFD.98).

I've not yet contacted Joel about getting the schema published
elsewhere. I'd appreciate it if people would check to see if I've made
any silly mistakes before I do that... :-)
