[ur-wg] Preface to document comments

A number of us have been meeting via concall for the past few weeks, to 
discuss each of the comments that have been received. We have identified 
the responses that need to be made, but have not formulated those response 
yet. May of the comments will require further discussion among the group.

Over the next few hours/day, I will be posting the comments to the list. 
This is primarily for the purpose of getting them into the records for the 
group, but hopefully will also spur some discussion.

The response to comments should be based on building consensus based on 
what has already been accomplished. This is not a time to request or expect 
extensive changes to the UR document. Getting the document "approved" is 
only the first step in setting a "standard". The process is highly 
iterative, so we ask your support and patience as we try to finish up 
version 1.

We will discuss the open comments in a face-to-face session at GGF17 in 
Tokyo next week. I will post the meeting information to the mailing list 
shortly.
