[updt-rg] Closing UPDT-RG

The User Program Development Tools (UPDT) Research Group has completed
its current charter. The User Survey is available as GGF Informational
document GFD.33. The "Known Problems Survey" was abandoned due to lack
of respondents. The UPDT-RG co-arranged a workshop with the APPS-RG
which was well attended and with high quality presentations. The papers
from the workshop resulted in GGF document GFD.39. All in all, this was
a successful research group which allowed the user tool community to get
together and share experiences. At this point the chairs have decided to
close the UPDT-RG. The topic of user tools for the Grid will be
continued in the APPS-RG which recharted last year with new goals
including Grid tools.
